First step towards properly executing the plan.
This involves creating a master plan for the project and then all the relevant information is put into a time schedule to create a project schedule.
A project plan plays a major role in the success or failure of a project.
Planning of a construction project involves the accounting for all factors that might influence the execution of a project, such as specification of resources, quantity of resources required, etc.

Operational planning:
Measures required to meet the project objectives.

Jots down how a project plan will be planned, managed and how all the other tasks will be executed, while paying close attention to the deadline.
It also sheds light on questions related to government and social restraint, resources for construction, owner’s policies or legal requirements etc.
Minor changes are made in this plan as the project progresses, however major changes may prove to be detrimental.
